The Observatory of Environmental Policies is an initiative focused on the periodic analysis of environmental policies on a national and regional level, taking into account the international, Community, European and compared framework. For its organization, the Observatory has the support of the Ministry of Environment and Rural and Marine Affairs, the International Center for Environmental Law Studies and the Ecology and Development Foundation.
The idea of this project came up in early 2005 during a series of conferences in Cádiz. The promoter team was formed by: José Francisco Alenza García, Francisco Delgado Piqueras, Agustín García Ureta, Jesús Jordano Fraga, Demetrio Loperena Rota, Fernando López Ramón, Blanca Lozano Cutanda, Alba Nogueira López, Luis Ortega Álvarez, Juan Rosa Moreno, Iñigo Sanz Rubiales y Germán Valencia Martín.
The Work Team of the Observatory is currently integrated by 45 professors and permanent professors specialized in Environmental Law from 28 universities. Every year, these professionals carry out and criticize the different analysis. Some of the members of the Scientific Board and the Editorial Board of Actualidad Jurídica Ambiental are part of this group.

In November 2006, the Minister of Environment attended the presentation of the Observatory in the Hall of Degrees of the Faculty of Law of Complutense University of Madrid.

In October 2007, the Minister of Environment attended the presentation of the Observatory in the Assembly Room of the Ministry of Environment and Rural and Marine Affairs.
